Dr. Rewards Level two won't post

We have investigated the purchases you reference and do not see a purchase of "Epic Horror Skull Gamer T-Shirt" until January 23rd. Unfortunately, due to an issue with our purchase data provider, we currently do not have any purchase data past January 22nd.
Once this issue is resolved, and purchase data begins to feed into our database again, you should see the offer progress as expected. Our other team working on this issue has recently informed us that this issue should be resolved shortly.

Will you get the reward if you play a game that you bought a long time ago? Simple answer is NO.

If you go to the specific months rewards FAQ, you are able to see exactly which games that are available that specific month. That is also game(s) you
HAVE TO BUY within the same month. And which also counts that specific (eligible for reward) month(s).

For help with the Rewards program, it's best to post in the Xbox Rewards Questions forum. Keep in mind that in order to receive credits, your purchases either have to be eligible for a specific offer on the site at the time, or you need at least 1 star level
in order to receive VIP rebates. Achievements will only earn credits if they are part of a specific offer (like the current Dr. Rewards offer).

This is a multi-tiered offer worth up to 13,000 Rewards Credits and 5 MyVIP Gems overall. In order to earn the entire Rewards Credits amount, you must complete all of the levels of the offer. You can earn the 5 MyVIP Gems for completing any part of the offer. Please

This states that the action must be done during the offer period (January). Furthermore:

• Level 1: Think How He Thinks (UNLOCKS LEVEL 2) — Earn 3,000 Rewards Credits for spending at least $30 before tax on puzzling digital games like Inside and The Witness, or movies and TV shows like Inception, Being John Malkovich, and Orphan Black from the
  Microsoft Store.
• Level 2: Dress How He Dresses — Earn 1,000 Rewards Credits for spending at least $2 before tax on psychedelic avatar items from the Microsoft Store.
• Level 3: Do What He Does (UNLOCKED BY LEVEL 1) — Earn 4,000 Rewards Credits for completing five achievements in the game(s) you purchased as part of Level 1.

These outline the specific requirements, such as the fact that you can only earn achievements for eligible purchases from level 1. As to what makes up a eligible purchase, that information is also listed on the FAQ.

You only get credits for earning achievements in the game(s) you purchase to complete level 1 of the offer. You won't receive credits for achievements earned any in games purchased before the offer or games there were free since they are not eligible for
the offer. For offers like this, you can find the list of eligible games in the program's FAQ.
