Downloading xbox dlc without internet (Far Harbor)

I do not have internet or friends with internet I can borrow and I need to know if there is any way I can download dlc from a computer onto a flash drive and transfer it over onto my xbox?

p.s. now I got Xbox live but without membership, just internet connection but it's still not downloading/installing any dlc

If you have a smartphone it may be able to be used as a hotspot look into it

Far Harbor is ready to be downloaded

1.Complete the quest “Getting a Clue” – Find more details below.

2.Download the Far Harbor DLC – Check “Add-ons” in the main menu to see if it is installed.

3.Load a character.

4.Open your pip-boy and select “Valentine’s Detective Agency Radio”

5.Activating the new radio station will immediately unlock the “Far From Home” quest.

6.Follow “Far From Home” to reach the new Far Harbor area.
