Downloading my profile onto Xbox 360

Can not download my profile back onto my Xbox 360

I just tried uninstalling, and the same issue is occurring, I think the way to fix this problem is to download the account onto the Xbox 360, but I get the same problem when I try to download my profile onto my Xbox 360

Thank you for posting here on the Xbox forums. I have split your post into its own thread in order to help you out directly. That error code means that your Microsoft account may be locked or that there's a problem with it. To resolve this issue, you will
have to remove your profile from all 360 consoles where it has been saved. Follow these steps since you do not have access to your old 360 :

1. Sign in to your Xbox Live account at any
   Xbox.com page, such as this one.
2. Find and select My Account, which may be located in the upper-right corner under your gamertag or in the left navigation pane under
   Avatar.
3. Select Security, family & forums.
4. Select Xbox 360 profile protection.
5. Under "Consoles that do not require your password for sign-in," select
   Require Profile Download (the green button). This will clear your profile from any Xbox 360 consoles where it's currently saved.
   
6. Return to the Xbox 360 console and
   download your profile.

You have to create an app password for every device, so if you used that password somewhere else (such as a Windows Phone, the Zune software, Skydrive app, or the like) you need to create a second password.

One option might be deleting your profile (profile only, of course) then clearing the system cache before trying to download.

You might also be having network issues, so one consideration may be to turn off Two Step and try downloading your profile. If it downloads fine you can rule out the network as being part of the current issue.

I turned on two-step verification. How do I sign in to an app or device that doesn’t prompt for security proofs?
Some apps (like the mail apps on some smartphones) or devices (like the Xbox 360) can't prompt you to enter a security proof when you try to sign in. If you get an incorrect password error with an app or device, you'll need to create a unique app password
to sign in.

After you sign in with your app password, you're all set to use that app or device. You will use this new app password to sign in to your device instead of your Microsoft account password.

You'll need to create and sign in with an app password once for each app or device that can't prompt you for a security proof.

1. Sign in to your Microsoft account.
   
2. Under Password and security info, tap or click Edit security info.
   
   If you're prompted for a security proof, enter it and tap or click Submit.
   
3. Under App passwords, tap or click Create a new app password.
   
   A new app password is generated and appears on your screen.
4. On your Xbox console, when you are prompted for your Microsoft account password, enter the app password that is displayed on the screen.
