Downloaded Minecraft on one Windows user account and now can't access it on another user...

Even if the game is installed in the same computer, you need to sign on both Microsoft Store and Xbox PC app with the account that owns the game on the non-administrator account, due to game license is attached to it

Basically you'll just have to create another Windows user to install and play Minecraft with your second account. And of course, you'll need two different Microsoft Accounts with one purchase of Minecraft each.

On the steps you mentioned, I believe you tried to do it with the same Microsoft/Xbox account, right?

Only one email can be associated with one gamertag. This essentially means that the gamertag you are currently using is definitely not using the same email as the one you are receiving the new account notification e-mail on. It's possible that this person entered
in an their own email address incorrectly when making the account and there's really not much you can do when something like that happens.

If your account was compromised in some way, they would have changed your password, but I do know that email providers such as Google and Yahoo have logs of who's logged into your account from what locations so if you do see some unusual activity you should
definitely change your passwords to stay safe.

These e-mails are always sent from either an @Microsoft.com email or @Xbox.com email. If it's from a different type of email it's quite possible that it's a phishing attempt and I would definitely steer away from clicking any sort of links inside of that email.

You could just make a tag for that e-mail and any content going to that e-mail can be filtered to your spam folder. Other than that you wouldn't really be able to do anything about it. Since the account isn't yours nothing more we would be able to do. Your
account should be perfectly fine and safe.
