downloaded content not accessable under different account users

Recently downloaded battlefront II celebration edition on main account for xbox one. Other profiles on xbox are not able to access the free skins with the game. Can a game be transferred or listed on another account on same console to access the dlc.

Unfortunately more then one account cannot share a single account's purchases.

However, if the console you're playing on is your home xbox, you can set it to your home xbox in settings. This will allow your accounts content to share to everyone within that console since everyone in that household will use the same product. This is
the intended purpose of this feature.

To set this xbox as your "Home Xbox" please go into Settings -> General -> Personalization -> My Home Xbox -> Make this My Home Xbox

Sorry to hear about any confusion that this may have caused. Unfortunately, if FIFA 16 was purchased under a different account, you will be unable to access the included bonus content. The only account that would be able to access the bonus content would
be your fathers, since it was purchased under his profile.

Licenses are granted to the purchasing account and to the purchasing console. The account can access the content anywhere as long as it is connected to XBox Live. The console license grants access to all accounts on that console whether online or offline.

If you are getting that message regarding Trials HD, then that means that either you purchased it under a different account (you would need to do a license transfer for that account to your new console) or you need to re-download the content in order to
update your license or the license transfer did not complete successfully and you will need to try it again. Note: There is now an option to do this directly from the console under the Account Management section.

As for your hard drive, it doesn't really matter that it was attached to a different XBox as the licenses are not granted to the hard drive.

The problem I see is that the users can still make new gamertags and buy the content again if they want. What good does a ban do if the user can simply access the service again under a different tag?

If the user were to be prohibited from access to the service or preferrably the internet altogether then they would be less likely to violate the terms.
