Download speed doesn't match speed test result

I ran a speed test on my xbox one and got a download speed of 168 Mb/s (which is close to my subscription). I am trying to download Gears 4 and the actual download speed is hovering between 50 and 60 Mb/s. I have restarted the console, and tried canceling and re-starting the download, but that has not improved the actual download speed. If I should be getting 168 Mb/s, why is the actual download stuck at 50-60?

Thank you for posting here on the Xbox forums! Follow these steps to have your console and games update/download even while the console is turned off :

1. Press the Xbox button to open the guide.
2. Select Settings > All settings.
3. Select System > Updates.
4. Under Console, select Keep my console up to date if it isn’t already. You may also check the option for
   Games and Apps

Please note that your Xbox one must be on
"Instant on" mode for these settings to apply

If that is what you are looking for, then the steps Chris mentioned above is how to make sure the setting is turned on. If what you want to download is a game, app, or DLC, then you will need to start the download first with your Xbox on and when the download
begins, you can turn off the Xbox and it will continue to download the item, but the Xbox needs to be set to "Instant-On" mode as stated by Chris above. Once a game has been downloaded, updates will download for the game when they become available.

Try to download a game from the store or a previously purchased game, start the game first while the Xbox is on, and then turn it off. Come back later and check the progress.
