[Rumor]Microsoft to unveil new XB1 dashboard at Windows 10 event in January

Universal apps mean, that the developers can port their apps without changing frameworks. It does not mean that you can download all apps from windows store on xbox. That is currently the way it was explained to me by a windows engineer.

Unfortunately, there is no legal way for anyone to side load the Xbox app into Windows 10 PC without directly loading it from the Windows Store, the same applies to Windows 10 Mobile. And even if there was a way that side loading from a third party website,
Microsoft would instantly react with cease and desist order as to protect their Intellectual Property.

Fyi even without an payment option you cannot queue any 360 content without an actual console

As the system actually requires a console to download to

The marketplace is setup that way and isnt even setup for the marketplace. 360 download fot xbox one yet

Thank you for responding... is there any update on this issue. My Xbox has updated twice. After the first update the YouTube and DailyMotion apps don't even show up on the Apps marketplace due to my family settings (both apps are currently deleted from my
console). This was good, no one could download them without the passcode. But now after the second update, YouTube appears on the MAIN All Apps Marketplace window for download, but not if I go into the Video Apps or search for it. So, You tube is still accessible
with out the pass code. This is very upsetting, I figured that this security should be an easy fix, to just apply the pass code to access these poorly filtered apps. I hope that Microsoft really out this issue. I feel that content is being forced upon me and
my house without safe guards. If this doesn't change, I have no choice but to get rid of my Xbox. I love it, but the safety of my household comes first.

Have you tried doing a License Transfer? Once you do that you can then go into your download history to bring that over without the need of a hard drive. Links below (do them in order):
