Download/ Storage Issues

I recently moved my Xbox one S 1tb to a different room. Got a brand new TV as well.

Up until this point I haven't has any major issues with it. I also have a 8tb seagate external HD for the last 1-2 years, brand new, formated on the Xbox itself, no issues until now as well.

I've been trying to download some games but it keeps giving me error code 0x800703ed, storage full.

Initially, I had 450+/-gb free space on the console, so a game of 1-2gb or 200mb should be an issue nor should it give me a storage full error message.

When I tried to download the same games on the seagate 8tb external hd again it was unable to do any the downloads. I got the same error message of storage full.

Now, the console, 1tb, had over 400gb free space yet it can't download anything. I deleted few games and left only two games on. It now shows 14% of storage used, 600+gb free. It will still not download anything at all, and it still gives error message
0x800703ed, storage full. Unless it means something else, but its all i found as information.

Now for the Seagate. Out of 8tb, it shows that it has zero free space from 7.2tb. On it were few leftover files, less than 10, that amounted to less that 500mb altogether. I removed all of it. It still shows that it has zero free space, yet there is nothing
on it. I tried formatting it again but it won't let me.

I have no idea what to try at this point. The last two games I have on the console I'm afraid to touch as I'm deducing I won't be able to download later and it will cause the end of the world at home.
