Order history usually that is the same time you downloaded a game. Otherwise there is not a specific place to see exactly when downloaded.

Only the date when you purchased the game is visible at
https://commerce.microsoft.com

Since you can delete and download a game multiple times or abort a partial download, keeping track of the actual download time is not possible.

For Xbox One games, as soon as you purchase a game, it should automatically download to your designated Home Console. So usually, the purchase date should be the same date when you first started downloading the game after purchase, if that helps.

Not a complete list but on your console, if you go under My games and apps, and go to Queue, at the top row it will show you last few games/apps that were downloaded or updated.

I know you can view your order history, which shows when you purchased something, or redeemed a code, but I don't know of anything to show when you downloaded a game specifically, you can view how much your console has downloaded over the past (alteast)

If you go on your PC and sign into your Microsoft account on this page, you will see your purchases: https://account.microsoft.com/

Simply hover your mouse over 'Payment and Billing' and then click on 'Order History'. Please note, whenever you make a purchase, you will also get an email invoice - check your inbox for more info (this does not apply for Games with Gold games).
