Download queue not working

Every time I turn off my console all the games that were in my download queue (downloading and paused) disappear. I then have to open each game individually for the download to continue. A bit of a hassle , but not what my real issue is.

Game Pass games that were affected by this error give me a message to install the game from the microsoft store before I can continue downloading it. However, when I open the store I only get the option to purchase the game , and when I go to the Game Pass
game list the affected games are not present. It is thus impossible for me to download or play any not up to date Game Pass games even though I paid for the "service".

Solutions that I have tried include:

- Hard resetting

- Resetting router

- Clearing local game saves/cache

- Restarting download (works until I turn off my console)

- Using a different internet connection

- Factory resetting

- Notifying the Insuder Hub

I will not accept keeping my Xbox on while I download hours of games and updates as an solution , as that is just ridiculous.
