Download pauses even though background downloads is on

the quickest check that I would do is to try and start the game to see what happens.

Even if you close the Windows Store App the download will continue (if it is not Paused) in the background when the PC is powered on. So it could have been the case that the game was downloading when you didn't realise it was doing that.

Is it possible that your console is downloading/updating in the background?

I found that when there are items in my download queue, and the console starts unpacking completely downloaded games/updates, some games start lagging.

So check that your download queue is empty or paused when you start playing.

Essentially. All dowloads are paused when you begin any online activity whether it's playing a multiplayer game or playing a single player game that uses active leaderboards. Also if you make a download through a game as opposed to the marketplace (Usually
compulsory if you purchase a season pass for a game) you MUST watch and wait for the download to be complete without going going back to the previous screen. Another point is that sometimes it will tell you that a download has been paused but this can sometimes
be worth checking in the case of single player games by simply opening the dashboard and selecting 'Active Downloads'.

Finally a good idea if you frequently download items is to make sure that your 'Background download' function is on. This will mean that your xbox will continue your download even after you have switched off the console. To do this, go to 'Xbox Home' and
then scroll right to 'Settings', then 'System settings', 'Console settings', 'Startup and shutdown' and then enable 'background downloads'.

The error you mention usually occurs when background downloads are paused and the console is turned off later.

It happens is that in some way the microsoft store does not recognize the purchase or the download, it is a very unfortunate and annoying error. the solution in my case was, disable the download in background and also disable the instant start of the console.

Download the game basically with the console on and in one go.

I hope this solution works for you, which in my case was the first time.

If installations pause or "stall out", I've found that going into settings>power and start up>restart now helps out tremendously. This method manually closes out any potentially opened apps that are running in the background, allowing the current download
to progress. It can shoot a 10% download up to a 86% download.
