Download issue with HMCC code received from Xbox One bundle

So I recently purchased an Xbox One bundle online from Best Buy. I was able to set up everything and even connect my Xbox to my University wifi. I needed to take it to the information technology office in order to do this; they simply needed my Wireless
MAC address. My problem is that I cannot get the Halo Master Chief Collection (HMCC) to install completely. I have been trying for two days now to finish the download, attempting every single troubleshooting strategy suggested by Microsoft in order to resolve
download errors. This game came with the bundle in the form of a 25 digit code that I entered. After doing this, my download only got to 16%, at which point no other progress has been seen. I have tried uninstalling what is already downloaded and restarting
the installation, but this does not work; it still stops at 16%. I have tried hard restarting the console in order to resolve the issue but this does not work either. I chatted with two member of the Microsoft support group and they mentioned that download
issues can occur when certain aspects of my wireless connection are suffering. My NAT type yesterday was moderate, but this morning it was open. I tried at both times and still could not get past 16%. My current detailed network statistics are:

Download speed: 61.44 Mbps

Upload Speed: 60.54 Mbps

Packet Loss: 2%

MTU: 1426

Latency: 91ms

Wireless strength: 100%

These statistics have not fluctuated much over the course of the two days since I first connected it to the wifi. I was told by both support chat members that certain "ports" need to be opened within my University connection in order to successfully have
an adequate connection to Xbox Live servers. But here is the thing. Yesterday, when my NAT type was moderate and my stats were similar to those above, I was successfully able to download Metal Gear Solid V, a free game with gold. In addition to that, I was
able to install both Netflix and Twitch. Since this was the case, I do not see how any aspect of my connection, whether it was the NAT type or the packet loss rate, could affect my installation. One chat member suggested using a wired connection in order to
resolve the issue, and also provided me with this link on fixing a home connection: Static IP Address for Xbox One

However I do not see this being very helpful to me, since I neither can obtain a wired connection nor can I mess with any router settings since I am now at college. I bought this bundle specifically to play the one game I cannot install, and it is proving
to be absolutely infuriating. If anyone in the community or anyone that is a part of Microsoft can resolve this issue for me, I would be eternally grateful. PLEASE HELP.

Gears of War 4 Bundle Promo - haven't received notification for free GoW collection download

I bought the Xbox One S GoW4 limited edition bundle online from the MS store which advertised free download of GoW collection was included. I have been told by customer support that I need to play GoW4 and then 7-10 days later will receive a notification
with download code. Did that but still haven't received notification, so customer support told me to post issue here.

 

Fallout 3 Code Already Redeemed

I received a sealed Fallout 3 download code with my Xbox One Fallout 4 bundle. When I entered the code for redemption onto my Xbox live account, I received a message stating my code was already redeemed. Any solution, or new code would be appreciated, so
that I can play my game.
