Would you please check your son's order history just to make sure that he owns the game on his account. If that's the case, ask him to remove his account from the console and check again.

Remove your account: select System > Settings > account > remove accounts and then select your account and select Remove to confirm then re-add your account.

After doing that, please make sure to sign in using the correct account which contains the game.

Wouldn't work anyways dlc is region locked to the country they were purchased in

So unless your friend lives in the same country it wouldn't work

Your best bet is to buy him or her a correct region dlc code from GameStop or amazon or ms points

Make sure it is for the correct region for your 'friend' it would be too abused since its a violation to use it for commerical services or paying for cheats

And it would give phishers more reason to steal accounts because they could make money

Thanks for the reply. My son told me he had managed just after I posted the question.

The screen had buy and price Tab that he had been selecting.

when he ignored this and scrolled down further there was an opportunity to download each element of the game package!
