Download Game to PC and Laptop

I'm considering purchasing The Outer Worlds. I intend to download it to my home PC. I would also like to download it to my Laptop. I travel occasionally for work and would like to play while in the hotel room.

Would I be able to download to both and play one or the other? Also would my game position remain consistent or would it be like having to play 2 separate games, one on the PC and one on the Laptop?

most likely not as the game is freely available on steam and others but is not available on windows store. pretty pointless running the console version via cloud on pc or laptop when it is freely downloadable on pc or laptop and is the better version.

Unfortunately this did not solve the issue.

Keep in mind that I was able to download games that I have never downloaded in my other PC, it's only games where I've downloaded in my other PC that I cannot download on my laptop.
