Download free Xbox Live gold game

I have a child, and I have purchased a Xbox Live gold membership to him. He has 2 Xbox one consoles. One here and one at mothers house. When he tries to download a free Xbox Live game, he gets the message “Your account is not able to perform, a transaction
like this on Xbox.com. Please complete the transaction from your Xbox” (my translation to English)

Some googling reveals that it may be because he is a child, and not allowed to download a 360 game.

I log in to my own account on the Xbox. I do not have access to the live gold membership. Apparently it could be because the console is not marked as his home console. I check, and it is marked as both his and mine home console. I try to switch off and on
