Dawn of War 2 and it's expansion, Chaos Rising, are Games for Windows Live titles so you have to have it running. If you want some Dawn of War 2 action without GFWL then I'd suggest the third expansion, Retribution, which runs standalone on Steam.

Im stuck on download too, the XBOX app gives no specific error so I tried MS Store and its stuck on 231.9MB similar problem happened when I tried to download AoE 2 : DE It seems like a common thing with GamePass, going back to PS4 and Steam I guess.
