Maybe Because it more then likely got Removed . People not buying the Downloable content.

Downloable content is only supported in the supported regions:

www.xbox.com/.../countries

In your country it's not supported and you'll need Xbox Live to download the updates and if you'll decline the updates, (in your case you even can't accept the updates) you're unable to play on Xbox Live.

Sorry, but nothing can be transferred between accounts. You would need to have access to the original account in order to transfer the licenses to the new console.

The only way to use the games on the new console would be to "find" access again to your old account and transfer the licenses to the new console. After which you would be able to play the games on your new tag from your new console. But if you have no way
of getting your old account back, There's not a lot you can do besides buying the content again on your new account.

If you can give some information about your lost account, As in why/how you lost it. Whether just an email issue or a ban, There may be a way for you to gain access to it again in order to do this. But if it is a friends/ex partners/ or family members account
i wouldn't suggest trying to get onto it.
