Double charging for XBOX live services

Hey guys,

I just discovered this, that Microsoft requires a single household to pay for two xbox live subscriptions, when you have two XBOX consoles in the home, and your two kids want to play multiplayer with each other, but from different consoles in different rooms.

Anyone else have this experience?

Since I already have Xbox live gold by getting ultimate game pass would I be double charged?
