What error are you getting when trying to set your new console as the Home console?

Have you followed the support article posted by Onyx for the steps?

Do you have any switches remaining? It would tell you under your Home console settings found under Personalization.

Give us more information on the error so we can better assist you!

You do not need access to the old console to set Home on your new one. Simply log in with the gamertag that you want to set as Home and do it on your new console. You can follow the instructions at this link https://support.xbox.com/games/game-setup/my-home-xbox

It will be disabled once you make the new one your home console, as Onyx stated, you do not need to be on that Xbox.
