    This is only possible with games that are part of the Xbox Play Anywhere catalog.

    You can see the list of games that are part of this catalog through the following link:

    As you can see for yourself, The Callisto Protocol is not part of that catalog. Therefore, if you want to play it on PC, you will need to buy it specifically for that device. The same applies to game progress; progress on both PC and Xbox consoles is different and completely independent.

    Callisto protocol also has an Xbox one version

    I tried loading the series version of control from USB and my console said I needed to transfer the game

    Thanks for that information. Have you tried to search in the Xbox store for The Callisto Protocol for Xbox Series X|S if you see the version already installed on your console?

    After purchasing the upgrade, search in the Xbox store for The Callisto Protocol:tm: for Xbox Series X|S to install the Xbox Series X|S version of the game.

    Currently the versions running on cloud are the Xbox system versions, and not the PC. Currently the protocols and algorithms that allow cloud gaming to function are only tuned for the Xbox controller. Well additional control schemes may be added in the future, currently only the controller is supported, as the system is still in beta
