are you using the account that purchased the packs on that other console? If not then these packs won't be available for other profiles, since they can only be shared on the account that purchased the packs on the account's 'Home' console.

In regard to pricing for the packs, this can be caused by if the account has a Gold or (Ultimate) Game pass subscription, for accounts with Gold or Game pass subscription there can be a discounted price.

Does anyone else use your console that could have it set as their Home? Sharing Gold would allow you to play online and party chat, but only the account that purchases the Gold would have access to discounts.

The gold discounts will only apply to the account that purchased gold, or Ultimate in this case. So your account would be the only one who could take advantage of those discounts. The only options would be to either purchase them on your account and share
them with him, or add gold to his account so he can purchase them.
