You should also check to see if your NAT type is strict as that can cause all sorts of connectivity issues.

Another thing that might be stopping it is if your router has a firewall and the port your using is blocked. You can check under your router settings if its blocked or not. You can also add the port your using to the firewall to allow it to be used.

Have you tried messing with the network settings? Changing it from Auto to Manual and vice versa? Change the DNS to Manual and the servers to Googe DNS for ex (8.8.8.8 ; 8.8.4.4.)

You can also try changing the IP of your Console to a higher number like for ex if it was : 10.0.1.12 to 10.0.1.220.
