Does my Xbox one still update games while it's off

If the Xbox power setting is set to "Instant-On" then it will update games while it's off.

thats not the proble. it still forces my xbox off like the other one applying the update. all i want to know is what do i do for when it turns off ? or can you describe what i should do while it updates ? as in what should i do when it turns off than wait for it ? because it wont turn back on when it does turn off ?

If you have the Xbox One in Instant On, it will automatically download updates to the OS and games while it is off during "off-peak hours". If you launch the game as soon as there is an update available (or at least on the same day), it will prompt you to
do the update because it has not had a chance to do so itself yet. Likewise, if you're actually using your console through what it determines to be the "off-peak hours" it does not seem like it does the update.

I have a question on how to turn it off.

my xbox does an update on the console every second to third day. Ive tried turning it off and it still does it. I have update games and apps when its off but im in the middle of the game and it stops me from my gameplay to do an update.

its probably just a bug

The xbox will only update if it is "sleeping". If you do a hard poweroff it will not update games. I typically leave my xbox on at night downloading a game, and when it does the automatic shut off, it still continues to download the game.
