Do you own this game or app? (Error: 0x803f8001)

I purchased "Borderlands" (Xbox360 game on Xbox One) as a digital code on Amazon, entered the code on my Xbox One, downloaded it, and now I am unable to play it. The message is as follows:

"Do you own this game or app?

If you have a game disc, insert it now. If you bought this online, make sure you're signed in to Xbox Live. If you don't have rights for playing it, you'll need to get it at the Xbox Store. (0x803f8001)"

• There is no disc because it was a digital code
• I am signed into Xbox Live and I have an active Gold membership
• The Borderlands page on the Xbox Store only gives the option "Play", which again brings up this message

I have tried uninstalling and reinstalling, but that does not seem to have done anything.

For the past few days, I keep getting dropped out of games with this error:

Do you own this game or app?

If you have a game disc, insert it now. If you purchased this online, make sure you are signed in to Xbox Live. If you do not have the rights to play it, you will need to get it at the Xbox Store. (0X803f8001).

This is occurring on different titles - some digital download, some disk-based. I am signed into Xbox Live at the time (the games start okay) and when I click Cancel on the error, I am still signed into Xbox Live.

Whenever I try and start up my Forza Horizon 3 game in My Games & apps, it gives me the error that says, "Do you own this game or app? If you have a game disc, insert it now. If you bought this online, make sure you're signed into Xbox Live. If you don't
have the rights for playing it, you'll need to get it at the Xbox Store. (0x803f8001)" I know for a FACT that I spent my hard-earned money on pre-ordering this game, and I believe I have the right to play it! Please help!

 

Update: I am troubleshooting via Live Chat. We have tried removing and re-adding my account on my console. I am now re-installing the game again, but this time I hit "Install" on the game's Store page as opposed to the My Games & Apps page.

 

Update 2: I talked with a second Support person and we tried some other things, but nothing worked. We did however discover that the code is saying it was redeemed on a different account, but the game license is on my account. I now have to go through 2K's
support site to try and resolve this issue.

 

Update 3: I spoke with a support person on the phone. The code from Amazon was redeemed by *someone*, and there is no record of Borderlands on my account. After asking a few of the person's colleges, they eventually hung up on me unexpectedly. I'm just gonna
make a new Xbox account and buy the game through the in-game Store app... Sorry to anyone else looking for solutions who happened to find this.
