Do I have to redownload a game if I have the same license?

Don't worry, if you use the same game installation for both accounts and both accounts have the game purchased, you should be able to play it without any issues on both profiles without the need to download the game again.

What I meant was your account would only be able to access the game while it is signed into Live because your account is the account that purchased the game. If the licenses were not transferred, you would not be able to access the game while offline.

Also, when you do a license transfer, you do have to redownload the content after you do the transfer. It actually redownloads the licenses to your console. So that may fix the issue, like others have said.

You can really do it either way, but part of the license transfer does involve having to redownload all of your content. If you do the data first, it won't take long to redownload since you'll only be redownloading the licenses. But you could also do the
licenses first and just redownload everything all at one time.
