Do I have to fully shut down my Xbox from the settings to unplug it?

It doesn't really matter how you turn on the console before unplugging it!

You can just press the power button on the front of the console, or you can do it from the settings menu, as you can do it using the controller by opening the guide!

Mega have you tryed unplugging your xbox one? The power mode is set to instant on by default which keeps all the apps and menus in a standby mode instead of shutting down fully. Unplugging or using the energy saving mode will fully shut off the system.

Hey there. I don't know if you've tried this, but in the past when my Xbox refused to communicate with my PC, a hard reset fixed it. To do this, go to Settings, Power, Turn Xbox off. Wait until it is fully shut down, and turn it back on and try again after
a few minutes. If that doesn't work, do the same thing, but unplug the power cord from the back of the console for 2 minutes after it is shut down and then try again.

I had this problem. I had to go under settings and turn off the fast boot( I think I used my smart glass). Then shut down the xbox and restart it. I think because the fast boot does not fully shut the system off, it was not recognizing my controller. Once
I fully shut it off (unplug if you need) and did a full power on, it recognized it.

Having multiple OS doesnt cause input lag, its either his tv or the xbox. Have you tryed powering it completly off? unplug it and restart. Reason i ask is the xbox one defaults to a instant on power mode, which never fully shuts the system down and
can cause the OS to become sluggish due to what i believe is a memory issues with the software. You can set it into energy saving mode so the system fully shuts down when you turn it off, or you could just unplug it for a min.
