DLCs that have achievements should remain available.

Yeah thats true and what should happen is that there should be a countdown icon telling you when the DLC will be no longer available to buy. Otherwise, we are forced to do our own research and we might end up missing the deadline to buy the DLC.

I understand the licensing issues in regards to car packs and similar DLC that contain products from other companies. What about the DLC, such as Rally Racing in the first Forza Horizon and Storm Island in the Xbox One edition of Forza Horizon 2? There
are other developers that do the same thing. Removing DLC that has no apparent licensing issues, without explanation, is very annoying. I am willing to accept that I won't be able to get the achievements for license related DLC. I don't like it, but will accept
it. It is all the other DLC that have achievements and the ability to newly acquire it has been disabled. That is the issue I have with DLC with achievements.

I agree, games with DLC achievements should not be removed from the marketplace. You should try looking up the game online to see if any codes are still circulating around on the internet and maybe you will be able to pick one up

Would be nice to keep them in Store, but that's developers choice but MS should add them on sales more often and in bigger amount, some of them are damn overpriced
