DLCs not present under "ready to install"

I installed the retail Bonus Edition of Sonic Forces on my regular Xbox One and downloaded the 2 DLCs that were included (Persona 5 Outfit Pack & SEGA Outfit Pack). Then I went to the store and downloaded the free Shadow Episode.

After buying the Xbox One X Scorpio Edition (and signing in with my Microsoft account and setting the Scorpio Edition as my home console) I installed the disc again, went to "manage game", and there is only 1 DLC under the tab "ready
to install" (the Persona 5 DLC). The SEGA and Shadow DLCs are missing.

I was able to re-download them by going to the store page of the digital edition of the game and downloading the DLCs from there.

But it's still an error that they didn't show up under "ready to install".

My guess is that the DLC is only connected to the ID of the digital edition of the game, so that the DLC does not "know" it also belongs to the installed retail edition. But it's just a guess.

Bit there's another problem with the pre-order DLC "Shadow-Outfit-Pack". This DLC does not even show up under the installed tab of the game, even after it is installed. And the content does not show up in the game. The only place where it is visible is the
"recently installed" tab under "My Games and Apps". Pressing start on it allows me to go to the store page of the Shadow-Outfit-Pack (which is not accessible otherwise). And there it says that the Shadow Outfit will be available June 23rd 2018, which obviously
is a mistake.

In addition, when I continue to install other games, the Shadow Outfit will disappear from the "recently installed" list, so from then on it won't be visible anywhere and I won't be able to access its related store page anymore.

So, to sum it up, there's a problem with the DLCs of the game, that they don't show up under "ready to install", when you use the disc version of the game (except the Persona DLC, which shows up fine). And there's another problem
concerning the pre-order Shadow Outfit, that it is not yet unlocked in the store (and probably wouldn't show up under "ready to install" either.

So is anyone here who can examine the issues mentioned above?

Cannot download black ops 3 dlc

I can't download the dlcs . I looked up this problem and it said to delete the dlcs and reinstall them, well I deleted them. But now I can't find them. I looked in the ready to install but the dlcs are not there

 

After purchase of COD: Ghost Hardened Edition digital download game won't install.

I have the same problem here, I need to install dlcs one by one. This game doesn't appers in my ready to install list too.
