DLC says installed but when i go in game I don't have it

I just network transferred with my brother for Dlc's on a game called Dead by daylight and it said they all downloaded and I went in the game but they all were locked, so i kept restarting and resetting my Xbox and nothing's been helping I've checked other forums and that doesn't help either is their something i have to do before network transferring because it seems i can play the game but not with the add-ons

Yes I have done this so many times I have installed each and every dlc pack and after when I run the the game it still says missing data pack and when I go to the game install screen it says not installed but it is already installed

The game is not on the list and I had it on disc. When I go to the DLC in the add-on store it says that it is still installed. All of the rest of the DLC for the game is uninstalled, except the 2nd multiplayer add-on says it is still installed.

When i go offline and click on campaign it says

"you do not own or are missing the Data pack DLC1 DLC. Please download and install "

When i click on multiplayer (offline ) it says

"you are missing one or more Multi player DLC packs, please download and install"

And when i click on CO OP it says

"you are missing one or more Special Ops DLC packs please download and install"

But when i go to the game and click on manage i have all 6 available downloads

What am i meant to do

DLC says installed but when i go in game I don't have it
