DLC Not working for saints row 3 on xb1

I have the saints row 3 (The Full Package). I have installed the game and all the DLC on my xb1. The DLC will not work on my One. It works on my 360 fine. When I go to the store on the One it says that it is installed but that I have to buy to own. This
is the only back compatible game the I have had this problem with. Is there something that I am missing or is there an update that can be done to fix this issue.

The funny thing is that it literally is $60 DLC. This game was meant to be an expansion pack for Saint's Row 3.

Try if re-installing fixes your problem.

Try to see if the DLC is successfully installed through the "Manage Game" function.

 

I have verified install. It even says installed when I look at dlc in the store, but i need to (buy to own). I also have reinstalled 3 times.

here? Additionally, is the game and DLC listed on your games list
