DLC not work at Second Gamer Profile

Sorry for my bad english.

I have one Xbox360 Konsole, with 2 Player Profiles, but only one Xbox-Live Account. I buyed DLC for FF13-2, but the second Profile (without XBL-Acc) dont see DLC i downloaded or must payed again.

Why is this so ?

I read many Forums that say, DLCs once Downloaded must work for all Profiles.

Must i activate, Parent Feature of Xbox and then the other Profile can Work with DLCs ?

Fine... I'll state it for the fourth time in this thread, since this has now gone two pages, in the hopes that people will not ask the same questions over and over:

• I downloaded the DLC, under my profile, onto the first system
• I re-downloaded the DLC, under my profile, onto the second system
• Everything works fine on the first system
• On the second system, when I am signed in to XBox Live, under
  my profile, and playing the game using my profile and
  my gamesave, the characters are unavailable.

I am not new to this; I have had Live for four years; I have all kinds of different games and DLC; everything works fine except for this one game. At work, I troubleshoot for a living. I tried every step everyone on this thread has suggested before I posted
my first post.

There is something wrong with the game in how it reads the permission rights on the second console.

No, I'm not deleting my profile and starting over. All other games and their DLC work fine for me. Its the Higher Learning II DLC that doesn't unlock. Higher Learning I was working, not the second. And i have replayed them, multiple times and different modes.
The H.L.II DLC owes me 5 different achievements. But, its all gravy now, guys. You got my money for the DLC and i got nothing back out of it. Already traded the game in for something else that works. So, no sweat guys. But i appreciate your attempts at suggesting
things for me to try. Thanks.
