DLC and games will not transfer to new Xbox one S from my Xbox one.

I got FFXV as a pretty order. Played it on my Xbox one until I got my Xbox one S. The game transfered with my save. But none of the dlc transfered to my Xbox one, I've searched the Xbox store for the dlc and can't find it anymore. Angrily I decided to try
another game and that's when I noticed none of my games are transferring. Normally going to the ready to install tab under my games and apps I have a bunch of games pop up ready to install. When I do that on the Xbox one s none of those games are there anymore.
At this point I took the disc I have for Destiny and inserted it into the Xbox one s thinking it would install the game from disc. It won't even do that. Right now I have to play destiny one my Xbox one instead of the S because it doesn't on own how to actually
function as a working Xbox.

Hey there Unkown! That's because license transfers aren't used for sharing DLC/Games without paying for them. The purpose of a license transfer is to transfer ownership of content from one console to another console; not to transfer ownership from one account
to another.

For example, proper use of a license transfer would be: You have an original Xbox 360 console and you buy an Xbox 360 S console. You then use a license transfer to transfer ownership of all of your DLC from your original console to your new console.
