Division 2 stops updating at 96%

Yeah i bought the game yesterday and i get stuck at 97.3% and it keeps saying installation stopped. Sometimes i do get the error code 0x87e0000f. However tried ALL of the troubleshooting for installation stopped stuff and for this error code to no avail.
i can install any other game, just having this problem with The Division 2.

I'm having the same issue as HecticPaul1973.

I have tried -

-Checking Network

-Checking Xbox Live Status

-Check for System Updates

-Hard Reset and Power Cycle of the Xbox - Hold front power for 10s and unplug for 2mins before restart.

-Using Alternative DNS - Tried OpenDNS

-Deleted All Division Game files and tried again

-Clearing Local Save Games

-Installing Game Offline from Disk @ 45GB then update instead of doing the update at install.

-Install to External Drive - already formatted with other games installed fine - Had 170GB Available when trying

-Install to Internal Drive - 113GB avilable after shifting some stuff to the External and later was empty after factory reset

-Factory Reset keeping Games and Apps.

-Factory Reset wiping everything

-University Halls Wired Network

-Home wired network

-Home WiFi Network

I have also tried your suggestion of clearing persistent storage from the bluray drive and also clearing the alternative Mac address.

Nothing so far has worked.

If the I accept the update at installation it installs 442.77MB from Disk and then starts to download the 54.96GB update. It then throws the error at approximately 53.10GB. The most recent time I tried it got 53.12 and the time before that it got to 53.11.

If I install offline or refuse the update it installs 42.38GB from disk then when I later attempt the update, it again tried to download 54.96GB and stalls at approximately 53.1GB.

I have since reinstalled other games to the internal drive and reconnected the external drive. All other games I have tried are all behaving normally.

-MasterChief Collection

-We Happy Few

-Sniper Elite 4

-Forza Horizon 4

-Metro Exodus

I've tried all the troubleshooting tips, it's the game update that's the problem not the disc thanks for your help

Its December now and still no solution , the game is shit, as i never played it becuase the stupid update, i am not happy and the same happening to division 1 too , what the fuck is going on guys
