There was a big write up about how MS products prices were going to be much higher in Russia as of January 1st 2019. I'm not sure why though.

From your screenshot its hard too tell but the price is in USD not in russian ruble. Thats why you need too make sure your console or in this cause is set too the region you are in.

On console the store goes from your location settings location

Online though the microsoft store you should be able too change the page too russian from the bottom left in the footer. Or by taking the US out of the URL. If your using a VPN this could cause this issue and you may need too disable it.
