Power cycle (reboot) your console from a Full shutdown. Clear the cache.

Okay, restarted xbox and entered game a tried the downloads and it still came up at 100% full. I did a quick check on the web for the game i’m playing and it appears they have set a limit on the amount of mod space allowed. I’m playing Farm Sim 19. So I
deleted some of my in game maps and now i have space for more mods. Thank you for your time and advice.

It kind of depends on what games you're looking at downloading. A lot of One games are usually around 30-40gb, but there are a few that are larger than that With a 1tb drive you're going to have about 760something gb of usable storage space.

You can use any external USB 3.0 hard drive that has at least 256gb of space. It doesn't have to be a specific Xbox hard drive.

Problem solved. It was an limitation put in by the game makers on the amount space allowed for mods.

Check Settings>System>Storage and see what drive defaults as the installation location.

Hi. Both the internal (which only has one game installed) and the external which has 24 games installed still show available space. 727.6GB on internal and 3TB on external. Internal is listed as the capture location.
