Digitally Owned Xbox 360 Games Won't Fully Download

I am having difficulty fully downloading five of my digitally owned games to my Xbox 360 S console. These games are not Xbox One BC and therefore the issue cannot be tested against a download to that console.

The games I have difficulty with are Army of Two: The Devil's Cartel, Max Payne, Max Payne 2: The Fall of Max Payne, Red Faction: Guerilla, and Tom Clancy's Splinter Cell: Chaos Theory. All of these games will download to the 100% on the progress bar and
end with the error with "Can't Download …" where "..." represents the title of the game I am trying to download. The Red Faction game periodically goes to 100% and sometime only 66%+ and ends with the same error. When searching the contents of the harddrive
under Games & Apps it displays a yellow circle with an exclamation point which reads "Corrupted Game". The size of is 40K but the Free Space of the harddrive goes from 228GB to 224GB

The console is an Xbox 360 S w/ 250GB HD. I have reset the harddrive to Factory, did the X, LB, RB, X, LB, RB, X to roll back all updates, I have cleared the Cache of all drives, I have tried without any games installed or downloaded, and even without setting
up Cloud Saves. I have tried both a 120GB and a 250GB harddrive. I have even tested against downloading to a green 2TB Xbox external drive. All have the same results.

I am able to download other digitally owned games such as, Alien Breed Episode 1, Dead Island, Dead Rising 2, Dishonored, and The Raven. I also have been able to install games from disc. I am also able to play Original Xbox games from disc that are Xbox
360 BC. This leads me to believe that it is not my harddrive nor my network connection.

I am curious if anyone else owns any of these games digitally and still has an Xbox 360 they can test the download against. I would caution you that if you have the game already downloaded that you back it up to another drive first as if this is a digital
game issue on Xbox Live's side you might not be able to download it again.

You can also double check by signing into the your
Xbox 360 downloads collection page.

This will display every game and piece of DLC you have ever owned on the Xbox 360.

If you do not find the title there the account you are signed into does not own the content digitally.

So if you owned the game digitally on the 360 and they make it BC for the ONE you can download the port for the ONE.

But if you own the disc and have the saves you cannot download the port for the ONE?

Has your physical location changed since you downloaded them

Have you tried to keep the system on? Also, check your connection for your internet to make sure it works fine.

 

Yes, I moved from the U.S. to Canada. I am trying to find someone in the U.S. to test this.

I plan to try to setup my VPN with a U.S. IP and try again.

However, I am able to download and install other digitally owned games that I note in my post.

 

I sit here watching the download, my system does not shut down.

There is nothing wrong with my gigabit internet as I am able to download and install other digitally owned games.

 

I have been in contact with TS numerous times. I have exhausted all steps listed.
