Yes, if you are signed in on the console you can use the games on each console. However, you can only sign in to one console at a time. If you want someone else to be able to use the games you will need to make the console they will using your home xbox
and sign into the other one.

What I'd recommend to do is get your account on both Xboxs, set one as home Xbox and then another account on the opposite Xbox has access to both your digital games and subscriptions without the main account having to be signed in, meaning two people can
play the same game at the same time as long as it is digital. Steps of how to set an account as Home Xbox are as follows:
