Digital Game Purchase Won't Play

I've been having issues with my xbox one and followed support instructions to reset console (with game and apps saved). I followed the instructions and reset everything. My Elder Scrolls game was still on my xbox one but when I click to play it says I need
to install it. When I click to go to the Microsoft Store it says game is already installed. When I click play, it says I need to install game. I keep getting in this loop. I purchased the game with my gamertag and on this xbox. I don't know how to fix this.
Any ideas?

in the games and apps tab, select Elder Scrolls and press the Menu button. select Manage Game and Addons and uninstall the game then reinstall it.

You would have to purchase the game digitally in order to play it on a Series S. The license to play the game is on the disc. Without being able to rea the disc, the console won't see that you have a license to play it. If you purchase it digitally, you'll have a digital license to be able to play without the disc.

Play anywhere only counts for digital purchased games.

Discs won't work in your PC.

Games are region free so you should be able to purchase physical titles and still play. You won't be able to purchase digital titles.

Yes, you would still have to purchase the game digitally in order to be able to play it. Otherwise, the console won't see that you own a license for the game and won't let you play it. The save data will still work.
