Digital Download Stuck at Queued - Recurring Issue

Hello,

I purchased the digital Final Fantasy Type 0 HD bundle the other day and have been trying to install it since. Every installation attempt reaches 41% before automatically stopping the installation. It states that the game is ready to play, and that it is
queued. Resuming/pausing the installation has no effect. I've power cycled, uninstalled and reinstalled, cleared temporary DVD files. I have terabytes of free hard drive space (and have tried the installation on both my internal and external drive), my internet
connection is fine. I successfully installed the beta (which came with the bundle and installed automatically), but an automatic CoD update had the same problem, except at 99%.

I've contacted MS support (twice), they gave up and sent me to Square support (which only accepts emails and responds during work hours), but I don't think they're involved as a result of the CoD issue. I've searched the forums, but every time I find a similar
issue it lacks an actual answer. Other cases are similar but use a physical disc, which doesn't apply in this case.

I'm becoming pretty frustrated. I wasn't desperate for this game, but I was interested enough that I was willing to pay full price. I'd rather not just give up on it forever and go get a refund. Plus, I'd like to make sure this isn't an issue I run into
again.

I'm test reinstalling CoD now, I'm not sure what I expect to happen or what that result will indicate. Any input would be very helpful, as I've run out of troubleshooting ideas and MS Support seems to be in a similar boat.

GTA 5 install frozen/stuck at 73%!!

Gta v game has taken 7 days to download from digital market and it's stuck at 97%! On the games and apps nothing is queued for download. It says its ready to play. What do i do?

 

Skype is stuck "queued" for download

I am trying to download and install Skype and it's stuck as queued. It won't download at all. I tried unplugging the Xbox to clear it, but it's still just sitting at queued. Any thoughts?

My redownload of CoD is running into the same problem. My two successful downloads from around this time were both smaller. The FFXV demo is about six gigs, and I got some free indie game that was presumably small. FFType 0 sticks at 41% and is a 22.3 gig
download - 9.143 gigs are successfully installed. CoD is a 48.5 gig download and it sticks at 19% - 9.215 gigs installed. Obviously these percentages are rounded, so I think it's safe to assume that I'm successfully installing anything below about nine gigs,
and failing for anything above it.

My new question is why? I have 2.3 terabytes free. I've tried installing this on both drives. Both drives have hundreds of gigabytes free. I additionally went through and cleaned out the majority of my old games, as I keep most of them digitally. There is,
without a doubt, enough space. What in the world is setting this cap at nine gigabytes?

 

This cap appears to be approximately constant across multiple instances of this issue for different users. Bandwidth usage plummets after we reach this point. Hard cycling and restoring account are not effective.

Does it seem like you're getting stuck at about nine gigabytes? Who is your ISP? Are you at a university?
