This can only mean that you've logged into the wrong e-mail on your Windows 8 Laptop. To find out what e-mail your gamertag is associated with please go to your Xbox 360 console go to Settings > Account > Account Information (3rd Tab) > Account Security (look
to the right). That area will show you the e-mail you should be using to login to Xbox.com and on your Windows 8 Laptop.

Unfortunately, that is by design. Purchases are tied to the account you purchased them on and I'm assuming, you are wanting to transfer all your games to the new account and that is not possible.

Digital Rights Management (DRM) technology is used by content providers, such as Xbox Live, to control how digital game and video files are used and distributed. Xbox Live sells and rents DRM-protected videos, games and add-in content that are covered by
media usage rights that allow specific uses of that content.

When you purchase content, you receive a licence to use that content. The licence has two parts: the system licence and the local licence. The system licence applies to the gamertag that purchases the content, and the local licence applies to
the console where you first downloaded the content.

That's odd because you can only have one Xbox profile under one Microsoft account.

On your old PC, please validate the domain that was used. If you're signed in on the Microsoft Store app, please launch the Microsoft Store and then click your profile icon, from there you will see your Microsoft credentials, make sure that it's the same domain (outlook.com, hotmail.com, gmail.com, yahoomail.com, etc.) that you're using on your new PC.

I'm sorry you are experiencing this with your Microsoft account being compromised.

Based on your description, your primary email was removed by the hacker from your Microsoft account and replaced with his email which is why when you used your email it created new Microsoft account data without your purchased licenses. To fix this, you will have to recover your Microsoft account (where your purchased licenses, saved data, and files are) from the hacker.

Once they call explain the issue and they will be able to help you. Note that these options regularly change so just keep selecting something that gives a request for a call from support as a contact option.
