Didn’t Get Overwatch Legendary Skins

The skins should be unlocked. If it isn't there you might want to reach out to Blizzard. You can try restarting your Xbox by holding the power button on your Xbox for 10 seconds then reload into the game. If that doesn't work you can try uninstalling
and reinstalling the game. Hopefully that works. Otherwise, Blizzard do have a good customer support and get back to you fast. The quickest way to reach out to them is on twitter.

I got mine from a CeX store and because it said origins edition on it i got the legendary packs and skins with it, but only bought the standard overwatch

Did you get the following:

• 5 Legendary Hero Skins

• 5 Epic Hero Skins

The main Xbox page, as you showed above, lists Loot Boxes for Cosmetics...the Store page lists lists them, just not as Loot Boxes. If you got the 10 skins, then you got what you were supposed to.

When you log into account.microsoft.com and go to your billing history can you see that the skins have been redeemed on your account?

In the console if you go to "Manage game" do you see the skins listed in the ready to install section there?

I'm sorry to hear that you haven't received the skins that come with the legendary edition of Overwatch. While Microsoft does not have any input with in-games items or skins being applied to your in-game account I'd be happy to help you figure out how you
might need to access them.

The description from the store does not specify which skins you are to receive. Skins in Overwatch aren't something that installs to your Xbox's hard drive rather they are unlocked in game so the Overwatch servers may just not be recognizing your entitlement
to those skins. To troubleshoot that I recommend to perform a complete
power cycle to your Xbox. Hold down the power button on the Xbox console until it turns off and unplug the power cord for a few minutes.
