did not receive the reward points after pre ordering gears of war 4

Pre-orders are not eligible for MyVIP. While there was a special offer in September that allowed pre-orders for MyVIP, your pre-order was instead Rewarded by the Gears of War offer that was running at the time. Since purchases can only be Rewarded once,
you did not receive VIP payback that month as well. Since pre-orders do not qualify for MyVIP, you did not receive progress for your Call of Duty purchase, but you did get a punch on the Games on Demand punchcard.

Shopto just stopped helping on twitter after proving the advertised the codes too.

They are adamant that they have not received any though and I am inclined to believe them.

Pre-orders are not eligible for MyVIP. You received Credits for your purchase of Gears of War 4 due to a special offer we ran in September. That offer was unique in that it also rewarded purchases made previously to the offers release. Normally, pre-orders
are not eligible for MyVIP, and are only Rewarded via special offers, located on the MyMissions page.
