    Hi there, Nils28!

    We would not recommend enabling developer mode on the console, unless you are a developer who is in the process of creating a new application.

    Additionally, the developer mode for the Xbox One console would not allow others to install a virus on accounts. We'd recommend reading over the

    Developer Mode Activation App FAQ     for further clarification in regards to this.

    The new xbox console that is in development.

    Don't quite know what the format for the next console will be, though it's unlikely older hardware will work with a newer console. As it's stood from going from previous generations such as Playstation 2 -> 3 and XBOX -> XBOX 360. As it's not really a revision
    change, more so a new console unlike the XBOX 360 to the XBOX 360 S. Hope that answers your question somewhat.

    Yeah, its an app developed for their console. The developer has to decide what features are in what app, not the console maker.
