Hey ! I was having the same problem for almost two months and this fix WORKS !

-Turn on Xbox

-Click the start button over MW

-scroll down to manage games and add on

-click the add ons

-delete MP2 and multiplayer pack 3

-do not re install those two packs !

-restart console

-load up MW
