Do you have the Destiny 2 base game on a physical disc or did you buy that digitally as well?

If it is on a physical disc, DO NOT buy it through the regular marketplace on the web or the console.

You'll HAVE TO start the purchase through the game itself (unless they fixed that particular issue in the mean time).

In order to get a Euro based store, make sure that your console's country and language setting are correctly set to your actual Euro country.

For example, if you are in France or Germany or wherever, and you set your console to English USA, the console will then try to access the US store, and tries to bill you through an US based payment method.

So simply set your console to the correct locale of your current country and it should work.

Try it on PC, or buy Forsaken on other markets.

Go to Xbox.com , sign in with your account , search destiny 2 forsaken add on ( you need at least destiny 2 base game with the 2 first add-ons already installed on your Xbox and purchased
with your account ) , then click on purchase, if there is some money on your Windows account, it will be automaticaly used.
