You could try the direct approach and contact Xbox Support and chat with them here. They should be able to manually retrieve your account for you.

You can trying to connect to www.accounts.live.com to verify if this could be a Service problem of anything, if you cannot login This could be a service problem so all you can do is retry after 10 minutes or more.

if you deleted an offline account there is no way to redownload or recover that account. but if it was a free xbox live account you would be able to redownload the account with the email and pw attached to said gt.
