Deleted profile & XBoxLive Error code 80070570

I have an Xbox 360 console that we keep in our rental condo (for gaming & also to provide Netflix & Hulu to guests). Someone appears to have deleted all the profiles on the console. When I go to storage and select the hard drive (4GB internal), everything
indicates zero (games, profiles, etc.). I have tried to download my existing profile (which is connected to my Xbox Live account) without success. My email/password are correct and I see a flash where it says it is downloading then I get Error code 800705570
which says downloads are not available.

I have also cleared the system cache in case there were any active downloads, etc.

Any advice?

Yes, I did search for my error code before I posted and tried the steps. The only thing I did not try yet was to download to a USB flash drive since I do not have one available at the moment. I don't really think that's the issue since I don't even get
to the prompt to pick a storage device before I get the error code.

I wasn't sure if my problem was a little more complicated that someone deleting just one profile. Whoever was using the console deleted everything. There are no profiles available at all. I don't care so much about the gaming aspect, but my profile was
linked to the Xbox Live account to provide Netflix, etc.
