deleted old xbox account but it didnt delete?

What you did was just remove the account from the console. You can download the account to another device if you so wish. If you want to permanently delete the account, then you need to delete the Microsoft account that is associated with it.

The problem is my new account on the Xbox pc app is associated with my email (my Microsoft account). so how would i go about recovering and deleting the live account without deleting my new account as well?
