Dealing with "early quitters"

Why is it that M$FT punishes those who call out those annoying early quitters so much harsher than the actual offender (the early quitter)?

When you for example play a ranked match in Halo (any of them) in most cases you are doomed because you will lose the match. This is almost a given when you play any objective match while in a simple "slayer" you may have a reasonable chance still.

There should be no question that the early quitter imposes a significant impact on the gaming experience of others.

When you then send this player a message telling them how you feel about their actions you can easily get your communication privileges on Xbox Live suspended far longer than any ban hammer may inconvenience the early quitter. Besides, all the ban hammer does is that they switch games and harass someone else in a different game until the ban hammer expires while your suspension of your communication privileges goes much further.

It seems like M$FT is telling us that words are being punished harsher than real actions (like early quitting).

I used to be as frustrated about this as you but now i just setup my own league and invite people to play in it. One of the rules we have is that you cant quit the match. That way the games can still be competitive and you build up a good bunch of people
to play against...

Or play Ultimate Team, you get coins and the win when the opposition quits. They get punished for future matches by getting less coins due to their DNF modifier level. Winner Winner!

Just play Head to Head seasons, provided you are winning when they quit, you will get the points.

Granted you may not if you've just scored an equaliser, but I feel that you will get the points more over the course of the year.
