Dead Space Ignition backwards compatible says I do not own

I picked up an Xbox One X at launch and moved over my entire Xbox 360 collection to the system. So far I love it but I have one single video game out of 200 that will not work: Dead Space Ignition. I purchased the digital game a long time ago on Xbox 360.
The game did not show up in my "ready to download" section of Xbox One. I looked up Dead Space Ignition on the system store and after clicking check price it let me download the game, but when I try to play it the system gives me an error that says I do not
own it. I checked and I still can play and re-download the game on 360. I've tried re-installing it on Xbox One, transferring my digital rights between the two systems, and full system reset. Nothing works. Every other game works fine.

Dead Space Ignition

I own Dead Space Ignition and have played it on my Xbox 360. Now since it has become backwards compatible, I am unable to download it and the store is wanting me to buy it again. I do own this game and purchased it years ago, so why do I have to buy it again
to play it?

Dead Space Ignition Backward Compatible not working

I own Dead Space Ignition since it's release in 2011. I can find the game in the store but it asks me to buy it. Why won't it show up in my avaliable downloads because I already own it?

When signed in with the same account you use on your Xbox One, does your game appear in your Xbox 360 purchase history via this link? Sign in to your Microsoft account

Does it appear in your Microsoft account purchase history? Sign in to your Microsoft account

Does your game work if you power your Xbox One off completely? Hold down the power button on the console until machine powers off. Wait a few moments then power back up, and then check it again.
